Toontown legal eagle? Please help!!!!!!?

I had this toontask for a while now and I don't now how to beat it! It's so hard for me I tried going to the lawbot HQ and the lawbot buildings but the legal eagles won't give me the key to Daisy Gardens!!!??? I'm going in the buildings for lawbots that have 4 and 5 levels and I always defeat the eagles but they won't give me the key! Do u know if u have to beat the eagles a certain amount of times to get the key???? If u play toontown and if ur a high laff we can meet at any place, add me as friend, and defeat a lawbot HQ or building. Because I'm a 43 laff and I need friends to help me with this task.
